After receiving and evaluating sealed bids or informal bids, a contract award will be made to the lowest responsible bidder meeting the specifications.

In addition to your price, examples of other contract award considerations include:

  • Your business’ reputation and experience
  • Ability to meet delivery and stocking requirements
  • Product quality

A purchase order or contract may be awarded to the lowest and best bidder. 

Under special circumstances, such as differing quality, service, delivery, etc., the “lowest and best" may not necessarily be the lowest price bid.
