Douglas County and the City of Omaha have joined together under the Douglas County Purchasing Department to provide a single agency that is responsible for the purchasing requirements for City and County departments and agencies.


This guide answers basic questions about Douglas County Purchasing Department’s purchasing procedures.


It is the goal of the Douglas County Purchasing Department to provide all suppliers with equal access to procurement opportunities.

Services Provided:

Purchase goods and services on the open market with a value less than $5,000.

Process quotes for goods and services with an anticipated value between $5,000 and $20,000.

Prepare and process formal bids and proposals for goods and services with an anticipated value of more than $20,000.

Maintain vendor lists and provide vendor applications.

Participate in multi-jurisdictional purchasing cooperatives to obtain volume discount prices on goods and services.

Provide support for the annual surplus auction.
